Two documents to read: the ICC Technical Expert Panel on Carbon Accounting begins publishing

The ICC Technical Expert Panel on Carbon Accounting, launched with Carbon Measures in November 2025 and fully constituted earlier in 2026, has published its first two foundational documents. Together they set the terms for the framework the Panel intends to develop: a ledger-based carbon accounting approach grounded in the same conceptual foundations as financial accounting.
The first document, Mission, Opportunity and Principles, states the Panel's remit and lists the seven guiding principles that will govern the framework's design: accuracy, verifiability, comparability, representational faithfulness, fungibility, conservation across entities, and completeness of scope. Read together, they map closely onto the qualitative characteristics that make financial statements defensible. That is the point. The Panel is proposing that carbon information should be produced, audited and used with the same discipline as a set of accounts.
The second document, the Carbon Accounting Landscape Review, maps the current universe of standards, protocols and frameworks and identifies the gaps the proposed framework aims to close.
Both are open for comment through Microsoft Forms links in the ICC circulation. The Panel is also inviting expressions of interest from companies willing to participate in a future pilot of the framework.
